This issue argues that accountability – or lack thereof- is a fundamental challenge in confronting improved global environmental governance (GEG) and that success must be measured not simply by the vitality of the negotiation process but by the robustness of implementation. 对国家和机构的判断，不应以其善意的声明为依据，而应以其承诺的可衡量执行情况和目标的实现情况为依据。 The authors provide five reasons for GEG’s culture of unaccountability and seven related ideas for GEG reform.
